Ref: Rescission of Libya's Designation as a State Sponsor of Terrorism. Members from the "PanAm-103 victims families" protest against the U.S. Department of State dissolution from May 15, 2006.
Dear Sir/Madam
With respect to the Lockerbie victims Families group (PanAm 103 aircrash).
Some families of the "Lockerbie victims" upset by the news, "the U.S. removes Libya from its list of nations that provide support for acts of international terrorism", predicted that the families would be vociferous in their objections to the Congress within the next 45 days if the administration does not force Libya to "keep its promises".
1.a > pressing Libya to pay the finale compensation (US$ 536 million) and
2.a > commitment Libya to cooperate with any further requests for information in connection with the PanAm-103 attack investigation, as intergral parts on the UN *Document SC/7866 (09/09/2003).
The fact is that:
1.b> Libya takes back its US$ 536 million final fund for Lockerbie bereaved on April 10, 2005. The money was removed from the escrow (blocked) account in Switzerland, because the expiry date, on the compensation contract was ended on March 30, 2005! This act was not to protest to the US State Department's refusal to remove Libya (2005) from the list of states considered to support international terrorism. Libya's promises ended fair, correct and fulfilled on March 2005.
2.b> Concerning Libya's further investigation in the PanAm 103 affair was also extensive and fulfilled. Libya has noting to do with the Lockerbie-Tragedy, so MEBO LTD Switzerland (registered supporter Libya's) hand in to the U.S. Department of Transportation, Federal Aviation Administration (FAA) a complete inquiry report (Lockerbie 2006 folder) into the response to the PA-103 attacks, which killed 270 people. The MEBO report criticise emphasis strongly the FAA inquiry error, but until now no statement from the FAA...
The main results of the new three-year extra investigation are:
> No bag was transfered from AIRMALTA flight KM-180 to PANAM flight PA-103/A at Frankfurt on December 21, 1988.
> The MEBO Timerfragment MST-13 was not from a type MST-13 timer which earlier delivered (1986) from MEBO LTD to Libya. The fragment was a manipulated part from a labor prototype MST-13 PC-Board.
> The BKA and the FAA (department for EUROPE at Rome) have overlooked, among other decisive things, that an agent loaded at Frankfurt to PANAM flight PA-103/A, three (3) pieces unknown and mysterious bags from KUWAIT, coming from Lufthansa flight LH-631. (mysteriously silent until now)

The Council was now moving towards resolution of that terrible affair, he continued. Libya had accepted responsibility for the actions of its officials, renounced terrorism and arranged for payment of appropriate compensation for the families of the victims. It had also expressed its commitment to cooperate with any further requests for information in connection with the investigation. All those were substantial gains, which could allow Libya to move back into the international community and bring the Council closer to lifting the sanctions.
